2 zoning changes could change Rochester’s future. Which one failed, and which moved ahead

A proposal for a larger downtown area, where development is already booming in the city, is moving forward. A push to allow more housing on a Gonic neighborhood parcel was shot down quickly.

Michael Scala, the city’s economic development director, said he was proposing two zoning changes the city Planning Board discussed Monday night as part of efforts to promote development.
