On Tuesday, February 3, 2026, during the regular City Council meeting, members unanimously voted to amend the Rules of Order. In addition to several non-substantive changes, an additional opportunity for public input was added to the end of workshop agendas.
There are now two opportunities for the public to speak at workshop meetings: one following approval of minutes at the start of the meeting and another at the end of the agenda.
The Rules of Order now state: “At every Council Workshop, the agenda shall provide a time for public input at the beginning and end of the agenda. Depending on the agenda, the Chair may set when in the agenda Public Input will be allowed and may also set reasonable time limits for speakers.”
Language was also added to the public hearing section to allow limited clarifying questions from Council members when deemed appropriate by the presiding officer, with all questions directed through the chair.
The Rules further state that public input is not a two-way dialogue between speakers, Council members, the City Manager, or administrative staff, except for clarifying questions allowed by the presiding officer. Additionally, committee meetings may allow discussion and interaction at the Chair’s discretion.
Every two years, the incoming Council is required to review the Rules of Order, consider edits or amendments, and vote to adopt the Rules as amended. Amendments may also be proposed at any time during the Council term as needed. The Rules of Order were last amended on December 3, 2024.
