The City of Rochester is pleased to announce the successful closing and execution of a redevelopment agreement for 16 Bridge Street, formerly known as Saint Elizabeth Seton/Holy Rosary High School.
Finalized on January 22, 2026, the agreement is between the City of Rochester and 16 Bridge Street Development, LLC, led by local developer Steven K. Miller, who recently completed a neighboring 50+ unit housing project on Fownes Mill Court.
According to Michael Scala, the City’s Economic Development Director, the current property will be transformed into a new residential development with approximately 54 units.

The City has also retained a public easement along the Cocheco River to ensure continued public access for a boardwalk, connecting the property to the existing path off North Main Street.
“This project supports the City’s goal of creating additional housing opportunities and walkability in the downtown area,” said Scala. “The success of this project is part of Rochester’s continued efforts to encourage redevelopment, strengthen the tax base, and attract new residents and visitors that will, in turn, support our local downtown economy.”
