Updated: Governor appoints Rochester Economic Development Director Chair of New Hampshire Housing

The City of Rochester is proud to announce that Governor Kelly Ayotte has appointed Director of Economic Development Michael Scala, CEcD, Chair of the Board of Directors for New Hampshire Housing.

New Hampshire Housing is a self-supporting public corporation established by statute in 1981 that promotes, finances, and supports housing solutions for the people of New Hampshire, operating rental and homeownership programs to assist low- and moderate-income residents in obtaining affordable housing.

According to Governor Ayotte, housing is the most pressing issue affecting New Hampshire’s economic outlook, and no one understands that better than Mike Scala.

“I was proud to appoint Mike to serve as Chairman of the Board for New Hampshire Housing,” said Ayotte. “His experience leading economic development efforts in Rochester has given him a deep understanding of both the opportunities and challenges we face in tackling the housing crisis. I look forward to working with him as we create more affordable housing opportunities for our workforce, our seniors, our families, and all of New Hampshire.”

On Tuesday, September 2, 2025, during the City Council meeting, Mayor Paul Callaghan congratulated Scala on his appointment, highlighting his extensive experience in economic development with both the City of Rochester and the Coos Economic Development Corporation.

Callaghan noted Scala’s proven commitment to New Hampshire Housing, having previously served on the board, and expressed confidence in his ability to address the state’s housing challenges, stating, “As chair, your vision and leadership will be vital in creating housing opportunities that support the growth and well-being of all Granite Staters,” said Callaghan.
