The Rochester City Council has selected Cyrus North LLC as the developer for the redevelopment of 161 South Main Street and Sawyer Avenue, more widely known as the site of the former Care Pharmacy.

The City of Rochester purchased the approximately 6-acre site for $3.3 million in the spring of 2025 to encourage more housing development and support continued revitalization of the downtown area. The City issued RFP 26-07 seeking proposals for the sale and redevelopment of the properties and received three submissions by the February 4, 2026, deadline.

The proposals included:

  • A proposal from Cyrus Holding Corporation for a mixed-use development featuring approximately 92 to 150 residential units, including apartments and townhouses, along with commercial space, with a purchase price of $3.3 million
  • A proposal from EGCON and Elm Grove Companies for 133-unit market-rate apartments, with the redevelopment of the existing Care Pharmacy building into commercial retail spaces. EGCON proposed a purchase price of $0 and projected a six-year municipal investment payback through increased property taxes.
  • A proposal from Knox Marsh Development and Stone Arch Development LLC that included mixed-use buildings, townhouses, and affordable housing units, with a proposed purchase price of $1.00.

City Council evaluated the redevelopment potential and long-term financial impacts of each submission, including projected assessed values and future tax impacts.

On May 19, 2026, the City entered into a Purchase and Sales Agreement with Cyrus North LLC for the sale and redevelopment of the parcels, which include 161 South Main Street and 7, 11, 13, 15, and 17 Sawyer Avenue. The agreement also includes a 120-day due diligence period before closing, with a future development agreement still required between the two parties.
