Nominations Open for the Willis “Red” Hayes Community Ambassador Award

The Rochester Police Department is accepting nominations for the Rochester, NH Patrol Officer Community Service Award, also known as the “Red Hayes Community Ambassador Award.” The nomination period is open until Friday, August 1, 2025.

The history and criteria for this award are outlined below:

Willis “Red” Hayes was a longtime Rochester Police Officer and a well-known patrolman who was a constant presence on the square in Rochester from the 1940s to the 1970s. He exhibited a buoyant spirit that welcomed others into his life, even when working in challenging situations. His friendly interactions made individuals feel special and respected. He had a unique ability to see beyond life’s hardships and connect with the spirit of each person. Known for his ever-present smile and exceptional communication skills, he consistently drew out the best in others. His approach focused on offering guidance rather than provoking hostility. “Red” was a conscientious and supportive friend to all Rochester citizens while faithfully upholding the law.

This award may be presented to a current patrol officer in recognition of their service in promoting and improving positive community relationships.

The patrol officer must have earned the respect and admiration of the community through their work, as demonstrated by two or more of the following:

  • Public testimony via correspondence to the department (e.g., thank-you letters, phone calls, text messages, etc.)
  • Testimony from a fellow officer who has observed positive public responses to the nominee’s actions while on duty
  • A previous citation from command staff and/or a civic group
  • The officer demonstrates several of the following characteristics:
    • Friendly interaction with the public that makes individuals feel special and respected, even in challenging or criminal situations
    • Compassion for others and their circumstances
    • An outgoing, gregarious personality that “stands out beyond the uniform”
    • A willingness to help rehabilitate criminal behavior, even in the moment
    • The ability to foresee danger and de-escalate tense situations
    • A positive community spirit demonstrated through voluntary community involvement

Any citizen or member of the Rochester Police Department may nominate a candidate for this award. Nominations may also be initiated annually by the Chief of Police and announced through the media, public affairs channels, or at Police Commission or City Council meetings.
