Notice of City Council Public Hearings – October 21, 2025

Notice is hereby given that the Rochester City Council will conduct a PUBLIC HEARING on Tuesday, October 21, 2025, at 6:00 p.m. in the City Council Chambers, City Hall, 31 Wakefield Street, Rochester, NH relative to the following matters:

  1. RESOLUTION APPROVING RECONSIDERED FISCAL YEAR 2025-2026 ADOPTED OPERATING BUDGET FOR THE CITY OF ROCHESTER SCHOOL DISTRICT
  2. RESOLUTION GRANTING RENEWAL OF THE DISCRETIONARY PRESERVATION EASEMENT TO THE PROPERTY LOCATED AT 195 TEN ROD ROAD
  3. RESOLUTION AUTHORIZING SUPPLEMENTAL APPROPRIATION TO THE FY2026 GENERAL FUND CAPITAL IMPROVEMENT PLAN (CIP) PROJECT FUND IN CONNECTION WHT BUNDLE BRIDGE PROJECTS IN THE AMOUNT OF $1,000,000.00 AND BORROWING AUTHORITY PURSUANT TO RSA 33:9

The Rochester City Council will conduct a public hearing to take citizen input on the following questions:

  • Whether the City Council should reconsider the FY25-26 School Budget following a reduction in State Adequacy Grant Funding
  • Whether there is a public benefit to granting the requested tax relief and, if so, the duration of any Discretionary Preservation Easement Tax Relief Incentive
  • Whether to appropriate $1,000,000 for the purpose of paying costs associated with the Bundle Bridge Project and/or whether to authorize the borrowing of $1,000,000, through the issuance of bonds and/or notes, and/or through other legal form(s) for the purposes of funding the expenditures incident to the implementation of the Project

Copies of the proposed Resolutions are available in the City Clerk’s Office.

Citizens are invited to attend the PUBLIC HEARINGS and to ask questions or otherwise speak on the foregoing proposal.
