Notice of Public Hearing: FY24 Community Development Block Grant Annual Action Plan

Notice is hereby given that the Rochester City Council will conduct a PUBLIC HEARING on Tuesday, March 21, 2023 at 6:00 p.m. (inclement Weather Postponement Date: Tuesday, April 4, 2023 at 6:00pm) in City Council Chambers in the City Hall, 31 Wakefield Street, Rochester, New Hampshire, regarding the development of the City of Rochester’s FY24 Community Development Block Grant (“CDBG”) Annual Action Plan, which is funded through the U.S. Department of Housing & Urban Development (HUD).

Estimated CDBG funding available for FY24 is $229,576, with a 15% or $34,436.40 cap for non-construction public service; a 20% or $45,915.20 cap for Administration and Planning; $149,224.40 for Economic Development and Facilities/infrastructure projects. It is estimated that 100% of public services funding will serve low to moderate-income residents.

Drafts of the Annual Action Plan and other official postings are posted to the City of Rochester’s Community Development webpage which can be found at http://www.rochesternh.gov/community-development-division.

Citizens are invited to attend the above noted PUBLIC HEARING, to be conducted in City Council Chambers in City Hall, 31 Wakefield Street, Rochester, New Hampshire on the date and at the time noted above, and to ask questions and/or to otherwise speak on the CDBG Annual Action Plan and funding for CDBG activities.

 CITY OF ROCHESTER- NOTICE OF PUBLIC COMMENT PERIOD

In accordance with federal regulations governing the use of Community Development Block Grant (CDBG) Funds, public input will be solicited for 30 days, beginning on March 21, 2023, to comment on the proposed CDBG Program Year (PY)23 (FY24) Annual Action Plan. The CDBG Annual Action Plan identifies how the City plans to use the federal money during the next fiscal year to meet the goals and objectives the are outlined in the FY 2020-2025 Consolidated plan.

Draft FY 2024 Annual Action Plan Summary: Based on an estimated amount of $229,576 for PY 2023/FY 2024, the following activities are proposed for the used of CDBG funds July 1, 2023- June 30, 2024: Administration and Planning – $45,915.20; Public Services- – $34,436.40; Projects including Housing, Economic Development and Facilities/Infrastructure-$149,224.40. It is estimated that 100% of public services funding will service low to moderate income residents.

Public Comment Period

The draft FY 2024 Annual Action Plan will be available for a 30-day public review and comment period beginning March 21, 2023, after which time all comments will be forwarded to the U.S Department of Housing and Urban Development (HUD). Comments on the draft plans can be directed to the Community Development Coordinator, Kiersten “Kay” Wright via email to Kay.Wright@Rochesternh.gov or via telephone to 603-335-7519. The draft Annual Action Plan can be viewed by visiting the City of Rochester’s Community Development Division’s website at https://www.rochesternh.gov/community-development-division/pages/action-plans  or by requesting a copy from the Community Development Coordinator via email or telephone.
