Rochester City Council to Hold Public Hearing on FY25 CDBG Annual Action Plan Amendment

The Rochester City Council will hold a Public Hearing on Tuesday, December 17, 2024, at 6:00 PM in the City Council Chambers at City Hall, 31 Wakefield Street.

The hearing will address a proposed Substantial Amendment to the City’s FY25 Community Development Block Grant (CDBG) Annual Action Plan, funded through the U.S. Department of Housing & Urban Development (HUD).

The amendment reallocates $104,124.75 to the following projects at the James Foley Community Center:

  • Bathroom Installation at the Senior Center: $62,142
  • Camera Installation: $5,000
  • Wi-Fi Expansion and Upgrades: $13,000

These projects will benefit low- to moderate-income residents, with funding reallocated as follows:

  • $23,982.75 from the unassigned Public Facilities category
  • $80,142 from the Job Loan Program

This adjustment ensures compliance with HUD’s requirement that the City’s CDBG funds remain below 1.5 times the annual award amount.

Residents are encouraged to attend the Public Hearing to provide feedback or ask questions regarding the amendment. City of Rochester Announces Public Comment Period for CDBG Annual Action Plan Amendment

The City of Rochester invites public input on a proposed Substantial Amendment to the FY25 Community Development Block Grant (CDBG) Annual Action Plan. The 30-day comment period begins December 2, 2024, and concludes at 5:00 PM on January 2, 2025.

The Annual Action Plan details how the City allocates federal funding during the fiscal year to achieve the objectives outlined in the FY2020–2025 Consolidated Plan. All public comments will be forwarded to the U.S. Department of Housing and Urban Development (HUD) for review.

The proposed amendment, along with the full Annual Action Plan and Consolidated Plan, is available online at www.rochesternh.gov/community-development-division. Copies may also be requested directly from the Community Development Coordinator.
