On Saturday, January 24, 2026, the City of Rochester’s Capital Improvement Program (CIP) Committee heard presentations from several City departments outlining their proposed capital improvement projects.
Capital project requests are submitted by department officers and directors for items costing $10,000 or more with an expected lifespan of at least 10 years, and each request must demonstrate how it meets established criteria related to community goals, public health and safety, service efficiency, investment preservation, financial impact, economic vitality, regulatory requirements, or outside funding opportunities.
Projects are reviewed and scored by the CIP Committee, which includes three members of the Planning Board, three members of the City Council, and two at-large members appointed by the City Manager.
The committee’s ranked report is submitted to the Planning Board for review and possible amendment to ranking, then forwarded to the City Manager for recommendation to the City Council.
