Final Report Regarding the March 8, 2024 Officer-Involved Shooting Incident in Rochester

Attorney General John M. Formella announces that the New Hampshire Department of Justice has completed its investigation in the officer-involved shooting that took place on March 8, 2024, on Gooseberry Circle in Rochester, New Hampshire. During this incident, Joseph Russell (age 36) was shot and killed when he aimed a loaded gun at police officers.

The final investigation report (attached) concludes that, based on all the facts and circumstances, New Hampshire State Police Sergeant Gary Wood and Trooper Jacob Hunt were legally justified in their individual uses of deadly force against Joseph Russell as he aimed a loaded gun at police in a residential area.

No criminal charges will be filed against either State Police officer.
