On August 13, 2026, Rochester School Board member Lisa Carlberg submitted an official ethics complaint against fellow board member Jerry Gregoire, citing the Code of Ethics and Conduct for Elected and Appointed Officials, Section A.3 Conduct of Members.
On August 24, 2026, consistent with City Code §7-83.B., the City Attorney, Mayor, and the Police Chief conducted a Sufficiency Review of the Ethics Complaint filed by School Board Member Lisa Carlberg against School Board Member Jerry Gregoire. At the conclusion of the Sufficiency Review, the reviewers concluded, consistent with City Code §7-83.B.(3), that, even in a light most favorable to Carlberg, the Complaint does not, on its own, establish that it is more probable than not that School Board Member Gregoire has violated the Ethics Code, in particular Section A.3.
As such, the Complaint is dismissed without further action, and the City considers the matter closed.
